For the first time current issues of Kazakhstani science are discussed in online mode

Through the social network Facebook and the Skype resource on the basis of NCSSTE in real time mode, the chairman of the science of the Ministry of Education of the Republic of Kazakhstan B. Abdrasilov met with the scientific community of the country.

At the time of live broadcast, over 2.7 thousand people watched. About 150 questions were asked. This is the first experience of the state agency in the field of science management, when communications are carried out by the first leader directly with the target audience and detailed information is provided on the current state and current issues of domestic science.

In the first part of the live broadcast B. Abdrasilov outlined the key directions of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. In particular, he noted that on April 5 this year, was held a meeting of the HSTC, within the framework of which seven key priorities for the development of science for 2017-2020 were identified. Including 2 new directions: "Mangilik el" and "Rational security and defense". The corresponding Resolution in the work and with its adoption in the near future Kazakhstan science will work according to the approved priorities.

B. Abdrasilov also reported on the long-awaited news about the forthcoming competition for grant financing and the PTF. So, the holding of a new competition for 2017-2020 is scheduled for the end of July - beginning of August. At the same

time, he noted that this period carries certain risks, as two important events are expected in parallel: the final stage of the old projects and the launch of a new competition.

In addition, the first person of Kazakhstan science sounded the detailed information on one more topical issue, namely the work of the NSC. So, at the moment, in accordance with the new provision, including new requirements for the members of the NSC, the process of forming the composition of the NSC is underway. A list of potential members of the NSC can be found on the website of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. At the same time, Abdrasilov stressed that the requirement for the availability of the Hirsch index for technical specialties remains in force.

In order to determine the current status of projects and prepare analytical information on them, a frontal check is launched. To date, more than 50% of all projects have been monitored. The scientific community will also be informed on their results, said the chairman of the Science Committee. It is important to follow the internal culture when implementing projects and at the level of the university / research institute also monitor the compliance with the stages and the effectiveness of the projects, he said.

An interesting innovation that the Science Committee plans to work on is the introduction of a project approach based on the principles of project management.

As the chairman of the Science Committee noted, today there is still a parasitic approach when the scientist is inclined to help from the state, while in the world the state's share in comparison with the real sector of the economy in the development of innovation is comparatively insignificant. Kazakhstan will have to turn the pyramid, based on which the state budget costs about 90%.

The world around us is changing rapidly, the demands on scientists have also changed. A modern scientist must have universal knowledge: to be able to write an original project, perform financial calculations on it, and know the normative legal acts in the field of science, believes the first head of the Science Committee.

Having touched upon the problems of succession of scientific personnel, aging and outflow of scientists observed in recent years, B. Abdrasilov noted that this year it is expected to increase grants for a magistracy of up to 10,000 and doctorate to 1200 seats.

In addition, B. Abdrasilov presented detailed information on the activities of the joint project with the World Bank, on its components and expected results. Within the framework of this project, about 10-20% has already been attracted to co-financing from the business side. At the same time, in the Republic of Kazakhstan, the offices of critical control points for the commercialization of technologies are expected to accelerate. There is a steady trend of turning business towards science.

In the second part of the online broadcast, B. Abdrasilov's answers were heard on burning issues concerning Kazakhstan science. One of the first questions was the accreditation of universities. Answering it, B. Abdrasilov stressed that now, the questions of accreditation, which were in the department of the Committee for Control in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, were transferred to the Science Committee. Information on accreditation dates is open and posted on the committee's website. A request was made on his part to observe the deadlines for submitting documents for the accreditation procedure.

Given the time limit and a lot of detailed questions, B. Abdrasilov thanked everyone for their active participation in the online mode and assured that all the questions will be considered, arranged and they will be answered accordingly.
