Speech of the Chairman of Committee of science of the Republic of Kazakhstan S.I. Zholdasbayev

Dear participants of the Round table!
On behalf of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan I am glad to welcome you on this action which is devoted to a question of use of foreign information resources. The accelerated process of globalization of information space and rapid development of modern communication and information technologies allowed using absolutely new forms of information provision.
Thus, the issue of providing domestic scientists with access to foreign resources of scientific and technical information was resolved.
And now it is very actual and timely for the scientific sphere and for creation of the knowledge-intensive economy of the Republic. Ensuring access to authoritative information resources of the leading countries of the near and far abroad is one of ways of effective integration of the Kazakhstani science in world one, and also increasing of level of the leading researches. Besides, acquisition of the National licenses allowed: to reach considerable economy of cumulative state funds; to increase publishing activity in the leading international magazines; to carry out an assessment of efficiency of research activity of certain scientists, research teams, organizations, developments of branches of knowledge and the country in general on the basis of the bibliometric analysis of publications; to stimulate the Kazakhstani scientific magazines to publication of qualitative scientific materials, thereby to increasing of their weight (rating) in the international scientific community.
Finally access to modern scientific information about advanced fronts and results of researches in world science containing in the leading foreign databases will promote creation of new high-tech branches of the knowledge-intensive economy in Kazakhstan that will allow us to rise in one row with the developed countries of the world.
Here, it would be desirable especially to note work of the National center for scientific and technical information which is done huge stratum of work for the benefit of scientists and researchers of our country. During three years by the Center were conducted the training seminars and trainings on use of opportunities of these DB in all regions of the republic. Thanks to vigorous and purposeful activity on ensuring of access of the Kazakhstan scientists to foreign electronic and information resources as a positive factor it should be noted increasing in number of publications of the Kazakhstani scientists in high-rating magazines for 2010-2013 since 329 to 841 on a DB of Web of Science and since 464 to 1636 on Scopus DB.
Currently we jointly with world providers’ stake on cooperation for many years forward and are sure that conditions for the high level of work of the Kazakhstan science will be provided.
At the end of my short speech it would be desirable to thank personally all participants, foreign guests, the first heads, scientists and teachers, and to wish all of you fruitful work, further success and new scientific achievements!
