Every tenth scientific work in Kazakhstan is plagiarism

The share of "borrowed works without reference to the author" was 9.7 percent among the 7000 doctor’s, candidate’s and master theses, scientific articles and monographs, verified by an automated system "Anti-plagiarism" from 2010. This was stated by President of JSC "National Center for Scientific and Technical Information" Adil Ibraev during the Round table in Almaty.
After recent reforms in domestic science funding of learned works and career of researcher depends on the amount of articles published. As a result, the number of publications of our scientists in foreign editions for three years has increased more than tripled. For 2013 in various foreign journals published 1114 scientific articles of Kazakh authors. However, significant part of these works are published in journals that do not have authority in the scientific world. According to the deputy director of the Center of Research and Development of the International Academy of Business Daniar Sapargaliev, from the first "five" journals that often published Kazakhstani scientists, only two editions have really high rating, as other included in other international lists of "junk" pseudo-scientific resources. Publishing of works on such resources harms the reputation both of the author and the country as a whole.
"Race for the articles", announced by officials from science, led to negative consequences. Growth of the number of publications has not affected their citation index in the scientific community that our country has and it still remains low. According to the well-known abstract and citation database Scopus Kazakhstan ranks number 94 out of 130, yielding Ethiopia, Tanzania, Uzbekistan and Nepal.
Kazakhstan should become a territory free from plagiarism, otherwise increasing investment in science will have no effect, experts warn. According to Adil Ibrayev, among 86 tested research works over the last three years every fifth work was reprinted without reference to the sources contained. Lack of control gives interested people an opportunity to appropriate the work of others from student’s body. For example, today by the Government Decree in mandatory procedure the national "Anti-plagiarism" system tests only doctoral dissertations. Graduate works should be checked by university itself, however, in the reality all sorts of office earn from it, giving out graduates "certificate of absence of plagiarism", which have no legal force.
