Реферат: From a review of the literature, hypotheses are developed proposing that the antecedent of brand trust in online tertiary education are related to courseware design, institutional assurance factors, Website quality (brand experience) and public opinion (indirect brand experience). A conceptual model summarizing the hypotheses is subsequently validated in Singapore, Malaysia and Brunei reported here. In addition, this study revealed that governmental recognition of online degrees is important for the propagation of online tertiary education in these three countries.

Реферат: В статье рассматриваются концессии, получающие все большее распространение в России и Казахстане как форма государственно-частного партнерства в транспортной сфере, энергетике и при строительстве объектов инфраструктуры. В то же время существующие подходы не учитывают проблемы, такие как высокая стоимость кредитов для концессий, неоправданное использование государственных субсидий, неясные характеристики услуг. Эти и другие факторы могут существенно повысить риски государства и совокупную стоимость концессионных проектов.
Государственно-частные партнерства в России и Казахстане: понимание и формы
Реферат: В статье рассматриваются понимание сущности государственно-частного партнерства (ГЧП) в России и Казахстане и формы ГЧП, применяемые в этих странах. На основе обширного анализа научной литературы формулируются ключевые характеристики ГЧП - совместный вклад ресурсов партнерами и совместное принятие ответственности за риски. Делается вывод о том, что эффективность взаимодействия партнеров в процессе осуществления проекта ГЧП может быть решающим фактором успеха партнерства. Дается критическая оценка форм ГЧП в России и Казахстане и изучаются причины широкой трактовки понимания ГЧП, в частности, стремление приблизиться к международным стандартам.

Social Capital and Community Development: An Analysis of Two Cases from India and Bangladesh
Реферат: This paper explores the role of social capital in community development by focusing on two South Asian cases drawn from India and Bangladesh. Both cases recognised social capital as a useful resource, which facilitates social interaction and promotes mutual support and cooperation and thus improves participants\' livelihood through income generation, better community governance, and capacity building. An important observation is that social capital yields superior outcome if it is used in line with the local conditions of a given society. The findings suggest lessons for policy planners, donor agencies, development practitioners, NGOs, and civil society to use social capital as a resource to achieve sustainable community development.
Transition Towards a Knowledge-Based Society in Post-Communist Kazakhstan: Does Good Governance Matter?
Реферат: This paper analyses and reviews the progress made by Kazakhstan, a post-communist country in Central Asia, towards its journey to become a knowledge-based society. An attempt has been made to examine how and to what extent good governance plays a critical role in building knowledge-based society. Available evidence suggests that Kazakhstan made considerable advancement, in the midst of profound transitional challenges, to move to transform into a knowledge society. The paper argues that, while improving governmental quality, good governance will have a solid impact on transforming Kazakhstan to a knowledge-based society to achieve \"Kazakhstan 2030\" policy strategy.

Реферат: There has been a growing concern over climate change and its impacts on many aspects of human society, particularly on health. Climate change may affect health in a wide range of forms: increased floods and droughts, increased frequency and intensity of heat waves, changes in the distribution of vector-borne diseases and effects on the risk of disasters and malnutrition (Haines et al., 2006b). Little is so far known about climate change and its impacts on older adults\' health in Central Asia, particularly in Kazakhstan, where the downturn of the life expectancy has been prevalent. The objective of this paper is to examine the impacts of climate change on older adults\' health in Kazakhstan. Based on the literature review and empirical evidence, this study concludes that climate change largely affects the older adults\' health in Kazakhstan. This study emphasizes that older adults are becoming increasingly aware of the climate change risks and its impacts on human health. Older adults are matured human capital of any society and can be utilized to address the climatic-related health consequences in the twenty-first century. It is hoped that the findings of this study will have enormous policy implications.
Modernizing Bangladesh Public Administration through E-Governance: Benefits and Challenges
Реферат: More and more public administration emphasizes how Information and Communication Technology (ICT) can be used to support transformational change in governmental functions globally to achieve efficiency and cost-effective service delivery to citizens. Bangladesh public administration employs energies to achieve this goal. Experience in some developing countries has shown that e-governance can improve transparency which leads to, among other things, corruption control and poverty reduction. This article examines the role that e-governance can play in the modernization of public administration for efficient and effective service delivery to the citizens of Bangladesh, as well as its potential to control corruption and reduce poverty. Based on the lessons learned from successful practices in developing countries and literature review, it suggests that e-governance can play a significant role for corruption control and poverty reduction, and thus offers opportunities to cost-effective service delivery to the citizens in Bangladesh.

Credit through rural credit partnerships for agricultural producers in Kazakhstan

Реферат: Financing agricultural producers is one of the most acute problems within the entire scope of economic reforms in Kazakhstan. State financial support for agriculture in Kazakhstan is episodic in nature, small in size, and seldom reaches the target recipients, while the commercial banks are reluctant to give credit to agricultural producers. Although Rural Credit Partnerships (RCP) are very promising credit institutions for the agricultural sector, there are a number of challenges to their development. This study is organized in two parts: the first part analyzes the RCP membership status among corporate farms; the second part analyzes access to RCP credit by members of rural credit partnerships (both corporate and individual farms). The results of the first part of the analysis demonstrate that large-scale corporate farms with bank credit history are more likely to be members of RCPs. The second part of the analysis shows that the purpose of a loan requested from the RCP significantly affects the probability of a member to have access to RCP credit.
